Not many other tools. And these shouldn't be underestimated. Official stance of the US govt. can be passive - not interfering with elections here - while saying something else in the media. And this is what Orbán was talking about, the relations between governments, and not civilians. Those will do whatever. What could one want? To assassinate Soros or what? That's nonsense.
In fact that one view is that they let Orbán to talk, and allow him putting forward stuff others wouldn't touch.
