The dude in the floor was a nignog suspected of having participated in a deadly shooting. The police claimed they shot in response after he produced a gun and shot a policeman in a leg. However, this is disputed by other people who believe he was unarmed and the shot came from another police (probably that woman seen in the video) While looking for that I found vids related.
