Almost everything Trump has been doing is Agenda 2030 compliant.  The high-speed rail system is all a ploy to spread the urban plight(and everything that comes with it - like white genocide) to the rest of the country. It's instrumental in the plan to concentrate people in megacities. 
High-speed rail systems only work in homogenous countries - when a country isn't homogenous and the cities are quickly becoming dangerous sprawling urban centers all a rail-system would do is spread the issues prevalent in the cities to areas not-yet affected or prepared to deal with said issues.
