That's some outside-the-box thinking, but doesn't seem connected to any Biblical concept, or linked to any source other than the poster's imagination. And it doesn't explain the "99% hospital" concept at all, unless there is more to the theory than in that screenshot.
One of the theories that makes most sense to me is: If 100% of the truth was made available to everyone, the dark elite at the very top would start a nuclear war with the intent to harm or destroy everyone. And maybe also pile on natural disasters, plagues, and societal breakdowns on top of it. 
They've been planning a huge population reduction for a long time (Georgia guidestones) anyway, and that would be as good a time as any to do it. The 1% that didn't get hit would probably be the outliers who survived by luck or randomness. Or the 1% might be those connected to the elites that have been chosen and given the ability to survive, like access to underground bunkers.
