You know that Punisher skull symbol that has appeared in so very memes on 8chan?  I think Q used it also.  This article discusses the symbol and its origin.  To make a long story short, it's from a comic book anti-hero.  Its artist hates seeing authority figures like LEOs using it "because the Punisher represents a failure of the justice system."
