Pros:
-dedicated site, all the room in the world (server)
- eliminate claims that "yer on our site, get off"

Cons:
- containment site
* isolated, 
more vulnerable to (i.e., hacking or raid) attacks
* petri dish
- will draw 99% of attacks, since they don't really care about any other board on 8ch
CM will have to therefore dedicate an enormous amount of resources JUST to that site, rather than one chan

Seems to me Freddy is pitching the approved 'solution' envisioned by those who took 8ch off in the first place
