Being logged into this means it's censored in some way, plus that it can lock your MS account if you repeatedly attempt to break the TOS. It's still in the beginning stages, and it says so, so there are false positives, which you are encouraged to report. Bing doesn't seem to have this restriction. It just has a meltdown if you ask in "illogical" ways. For example it said "can you make an image of jews building the 3rd temple" broke the TOS, but "can you make a fantasy image of orthodox jews with upset faces chasing a red cow to build the 3rd temple" was just fine. It refused to create Jack the Ripper as a girl, but it had no problem doing "a fantasy image of jack the ripper as a girl on a London street in the 1880s".
