In my XP:
On one hand EU puts real weight onto privacy, trying to save EU citizens from the claws of evil spying Big Tech and such.
On the other hand EU enacting laws that mandate email and instant messaging snooping, and tech that prescreens everything sent through the net.
Conclusion the EU wants to save EU citizens to herself so they can datamine and surveil them withouth the Big Tech middle men whom they have to turn and beg to for the citizens data currently.
