Perhaps, a8nGst7xPZon0 is the owner (or moderator) of /rus/ by the way, I've seen post edits with that name there.
Boards are often incorrectly displayed as claimable in the board list for some reason, a bug with the endchan's engine, so maybe he was just confused and wasn't doing it with ill intent.
