Ban 20cm handlebars all you want, but there's absolutely no reason to put the limit to 40cm. For a majority of riders, 34-38cm is far more ergonomic and pleasant to ride than bigger bars. 
Aero autism is here to stay. Modern speed suits add far far more speed than narrow hadnelbars and yet UCI has no problems with them.
