Yes of course and actually that has happened with remco+skelly earlier this season, if the chase actually worked together on the flats they could probably do that in almost every race assuming pog gets no moto draft. 
On a course like the EC even 4 or 5 mediocre riders could have at the very least halved the gap between each climb if they do short but rather hard pulls at the front.
But instead you get 2 guys pull with 200w for 10s or so, ayuso idk how much he did and remco pulled with the same watts that he would do if he rode entirely on his own as we've seen once he dropped the rats.

I get that everyone is hurting from the efforts up the climbs before pog drops them but I don't believe for a second that they can't pull that off after he gets his gap and they catch their breath, it's not like pog does 500w continuously when he goes for a 2+ hour solo, he rides tempo which of course is super fast but not over everyone else's limits.
