I agree with all that, just fyi as far as I know all the arbitrary UCI ruling around TT and track bikes comes from the graham obree era where that man made his own bike to cook up super aero positions with which he dominated individual pursuit, the UCI first directly banned pic rel. and then the superman position which he came up next and then they imposed a bunch of these rules like the saddle behind BB and the maximum extension length thing to prevent the development of new positions as much as possible. There's a documentary on youtube about him, it's a good watch.

IMO an easy fix for many UCI regulations like handlebar width and extension length would be making them all in relation to the rider such as handlebar width in relation to the riders shoulder width and so on, these blanket statement rules fuck over too many people as you said.
