As far as I understand, the handlebars themselves are legal. As in, you're allowed to ride with them as long as you follow the rules otherwise. It is however not legal to use them in the intended way and rest your arms on them. My guess is he either asked the wrong question or didn't understand the answer. Thought he was being smart but was actually dumb.
