there is this one tiny screw (not limit screw) that you screw in so a tiny bolt pushes against either a tiny plate or simply the derailleur mounting point (on my frames thats enough) and that changes this very angle, once you have it the way you want you you tighten the FD down and it won't move anymore while you do that.
