First, let's hear what IRC even is. This is a random article I googled after remembering that the TV show Numb3rs had a pretty cool description of IRC in a scene.
I suggest you watch the scene. It's hilarious.
IRC was set up in 1988, just a year before the HTTP protocol behind the web was invented, and it remains in use today. In spite of its age, IRC is still how many hackers and geeks—from Anonymous hacktivists and Wikipedia editors to developers working on the Android operating system or the Tor project—stay in touch. Most IRC channels carry a mix of idle rants and day-to-day coordination around collaborative development. Okay, so IRC is for 1337 hackers, usually blackhats, and crazy cypherpunks. Got it.
So how do do we get there?
The current link is ukspblzeda3ruvru.onion
Currently the only public chatroom is #council.
(This tutorial is for Pidgin.)
Step 1) go to the accounts section and add an account
Step 2) as protocol use IRC, enter in your username, and as server type in the onion domain name.

in proxy you can enter what proxy you wish to use (localhost:9050 if you want to use tor)
Press save and well done! you've added an account.
Step 3) press (ctrl + c) to open up a chat
Step 4) As account select the account you have created in step 2
Step 5) To find a chatroom please press the "room list" button and select the channel you want to enter.
Step 6) Join the chatroom
Once you connected you can use the /join #channel command to join any channel.

irssi users:
launch irssi with either torsocks -q irssi or proxychains -q irssi
1) create an entry for the server - don't forget to replace "fn0st4ck" with your own desired nick/user/realname
/NETWORK ADD -nick fn0st4ck -alternate_nick fn0st4ck_ -user fn0st4ck -realname fn0st4ck -usermode +Iiw Localnet
/SERVER ADD -4 -network Localnet ukspblzeda3ruvru.onion 6667
/CHANNEL ADD -auto #council Localnet
/SAVE
2) disable dcc & ctcp replies if you haven't already
/IGNORE * DCC
/IGNORE * CTCPS
/SAVE
3) connect from withing irssi:
/CONNECT Localnet
... or alternatively directly from the command-line:
torsocks -q irssi -c Localnet
4) (optional) register your nickname: once you're connected you can register your nickname to avoid identity theft:
/MSG NickServ REGISTER mysup3rs3cr37p4ssw0rd123 fake@email.address
to automatically have irssi log you in in the future when connecting:
/NETWORK MODIFY -autosendcmd '^MSG NickServ IDENTIFY mysup3rs3cr37p4ssw0rd123' Localnet
