If BO doesn't log in for 30 days then his board becomes claimable. That's how /genshin/ was claimed. They send an email to claim a board and we process it.
We don't know anything about the new BO. The only qualification is needed that he is able to write an email.
If the users don't like the new BO they can create a new board and move there.
