Meanwhile in some Arabic country, women must wear clothes all over their bodies when they are in public. But in most countries, governments enforce to people that at least they should cover their genitals when in public and women also should cover their breasts. We don't find nudity immoral on its own (per se), it depends on intention/context/cultural things.
