Pretty much, and Sony's exclusives just aren't console movers in the same way Nintendo's are. Most people who buy a Playstation just play CoD on it or some shit. 
All right, then yeah, its in the same situation as Bloodeborne. Still a higher chance of a PC release simply because it came out at a time when Sony is more open to such things.
