They were two separate dolls in the original GFL too. "Mosin-Nagant" and "Nagant Revolver". 
Does remind me that in the early betas they did have multiple versions of the same characters. Like, all of the "main" group of dolls had higher rarity versions in addition to the ones currently in the game, but they seem to have all been either scrapped or made in to just costumes, like the one you can get for Krolik's costume currently available in the store.
