Nah, its "Astra" who is that one actress girl with long black hair who appears in a bunch of ads around the city. Like the one on the dog's newsstand. The other one is supposedly her bodyguard or secretary or somethin', but we'll have to wait for Mihoyo to release the 1.5 marketing to actually know what she looks like.
A month is longer than past banners, but the update as a whole is actually a bit shorter, as they're normally between 5 and 6 weeks.
