There's like a once per update $20 10 roll pack, but yeah, other than the special packs it costs more for just one 10 roll. Which is why I will never just whale willy nilly in these games.

Yeah, NPCs in PGR are a bit different cause the story cutscenes are just visual novel scenes. And a lot of the characters who are introduced as bosses do end up being playable at some point, starting with the very first event boss, my wife, Rosetta. 
Still, I'm not saying I think Genshu Lin will definitely be playable at some point, but as far as male characters who have shown up in the game at some point who seem like they could be playable down the line, its pretty much him and Scar and thats it. Maybe that will change with Rinacita though.
