I read a page online at some point that there's some kind of an agreement between the larger/more influential nations to not develop this kind of technology into a marketable thing, I tried finding the page again with this agreement but I was unable to find it

It depends on the kind of motor.
One thing which has been tested by 1000's of people across the world is the electrostatic lifter displayed by JL Naudin, another thing is the gyroscopic reactionless space drive, which variants of have also been shown to work
I assume you mean the drive made by Cetin Bal (Turkish inventor) I looked up more info about it and it seems promising also given the principles I've studied. If both the electric and magnetic field are going in sine waves from + to - in AC configuration as is the case with coils such as Tesla coils, then perhaps the axis of motion is unaffected by the changes of polarity in the electric axis and magnetic axis.
Its solid state and doesn't need to spin, the AC variances impart electric and magnetic spin without the disk itself spinning.

There are many configurations and ways which may work. I'm most intersted in these I've mentioned here in this thread and also Otis Carr's device.

Most of these craft will require a good power source, most of them use high voltage (possibly because its very difficult to get magnets with enough Tesla https://en.wikipedia.org/wiki/Tesla_(unit) ) but both can work, like I posted before there are many ways to do this.
