Do they check that you have scanned this code in realtime? Otherwise you may just pretend to use phone to scan, and do nothing.
We've had this system though, but optional, and no one scanned these codes.
Although in Moscow there were QR-code passes for going out by transport at Summer 2020 - two passes for person in one week if you have no special reason like lockdown-excluded work. Starting point and destination was required to get pass, although there were no system that checks your route properly. But cameras on roads were used to track and automatically fine offenders without passes, and people were checked in metro or buses. Fines were pretty large.
