Has to improve the communication and the sharing of ideas and experiences between the forces on the front and the organizations within the defense industry complex, so equipment gets repaired more efficiently, and new equipment arrive more quickly to places where they are needed, so essentially improving logistics. 
5. Reduce time of decision making on the battlefield, improve inter-service information exchange. They delivered over 6500 "mobile devices" to the troops. Have to establish unified information network, that integrates reconnaissance and engagement capabilities, on all levels, strategic, operational, and tactical.
