Ah I hadn't thought of that. Germany would be hit hard by such a sanction.
The USA is India's largest trade partner and the Indians do have a trade surplus with them, but India's biggest source of Imports and exports is in fossil fuels. It's not just fuel that is resold to the EU, India themselves need imported fuel. So I think in this situation the Indians would choose their fuel imports over their trade relationship with the US. Which then just pushes India into the arms of Russia.
Germany has a lot of installed Solar as it is, but the issue is that Germany isn't actually a good location for Solar as it doesn't get enough UV. This goes back to the possible implications of rearming the EU, we have seen what a militarized Europe in need of external resources is capable of before.
I think the only way they could resume imports from Russia directly would be as part of a peace deal that way they can paint it as actually being the moral thing to do. But that would be dependent on Russia wanting peace which they don't seem to.
