It's a sign of experience, there's practically 0 reason to not know what you're gonna level next and to do it instantly with ctrl+shortctut. The only things that I wouldn't level instantly are talents.
The odds are pretty low though not non-existent. I have been in situations where I have leveled abilities between casts and it changed things.
