Now that I think about this argument, it just doesn't make much sense.
For me personally, unless they're going to explicitly state that they're IC while cosplaying, I assume it's them (as in the person cosplaying), dressed as the character. 
It's not like if you dress up as some anime you're writing a fanfic about them and want to abide by the lore, isn't the whole point of tiktok pretty much to just do stupid shit that those characters would never do in the lore?
If you want to be prudish, knock yourself out, but this argument sounds like inane rambling to me.
