Over the past year, Ukrainian drones at least 81 times attacked oil refineries and fuel bases located in Russia, in the annexed Crimea and in the occupied territories of Ukraine.

What are the consequences of the attacks on the fuel market?

The attacks have led to several problems so far. In 2024, the production of gasoline and diesel in Russia, according to available statistics, decreased, and fuel prices rose.

The profitability of the energy sector fell last year, energy expert Kirill Rodionov wrote in his Telegram channel. Simply put, companies engaged in the production of gasoline and diesel began to earn less — now they have to spend on the restoration of damaged infrastructure, and this is difficult to do given the sanctions imposed.

The timing of unscheduled repairs becomes unpredictable, as a result - a reduction in the production of petroleum products, Rodionov wrote.

This is confirmed by the data of Reuters: drone attacks and sanctions led to the downtime of capacity of 41.1 million tons, which is more than 12% of their total volume in Russia. The volume of oil refining in 2024 fell to the lowest value in 12 years, the agency wrote.

The racist authorities reacted to this predictably: the Ministry of Energy last year stopped publishing statistics on gasoline production “in order to ensure the information security of the oil products market” against the background of frequent drone attacks on Russian refineries. According to available statistics, in January-May, the production of gasoline and diesel fuel decreased by 20% and 11%, respectively.

So far, the authorities have published data on fuel prices. So, for the year, gasoline rose by 10.85%, and diesel by 8.56%. According to the latest data on December 23, 2024, the average cost of a liter of gasoline in Russia was 60.6 rubles, and a liter of diesel - 69.9 rubles. For comparison: the average price of gasoline in Russia on December 25, 2023 was 54.6 rubles per liter, and for diesel fuel - 64.4 rubles.

By the end of 2024, gasoline and diesel prices have stabilized. However, the embargo on the export of petroleum products, which was in force for most of last year, was extended until January 31, 2025. The government banned companies from selling gasoline abroad.
