Late last week, Russia’s flagship Urals crude was trading at the export terminal at about $52 a barrel, meaning a $33.28 or 39 percent discount on Brent crude. This discount costs Russian oil exporters about $ 4 billion a month in lost profits, and also reduces tax revenues from exports.
