I think I remember what this calculation was for: weeks or months ago, WBM could do a max of 2000 captures per day for non-logged-in users. 86,400 seconds in a day: 86,400/2000 = about 1 request every 44 seconds to not exceed the limit (assuming you don't get limited in some other way).
