Not sure about where exactly would you place the cutoff between big and large, but for most of the stuff (read: everything sold in stores, rockets, roman candles, crackers, multi-shot launchers, volcano fountains, etc.) the only requirement you have to fulfil is to be 18 years or older. But yeah, if you tried to launch a cracker with, say, few kilograms of stuff packed in it, some sort of permit would be in order. Ironically enough, when it comes to guns and explosives, my country has one of the most restrictive laws in the world (or so I've heard, though on guns I'm more certain of that fact).
