Yes and no. County governments are how states are usually divided, but the level of services they provide are often minimal and can be pushed aside by larger town governments. Especially when there is, say less than a hundred people for an entire county which has happened in a couple of places.

Depending on what you mean, it maybe not quite as crazy, as they don't cross state boundaries but they can cross within a state subdivisions. Counties still often have tax allocated to them among a county level and it can be drive bureaucracy batty at times when coordinating with a town that has territory in 5 different counties.
