Watch his facial expression, the closing of his eyes. He lost his place in retrieving a practiced reply.
Biden may have age related atrophy in the temporal lobes(language center), if not a past mini-stroke. He frequently suffers from word searching and word stumbling.
I think the 17th slip was just another example of this deficit.
