IF [AS] dares put his behind-closed-doors investigation forward as a referral, the House Democrats have two choices. Yes they can demur but if they are overrulled and a vote is forced upon them, they can either all vote against it, in which case the Dems may vote it in. In this instance, their vote will only be seen as political and will be so presented by the MSM and so written in the history books.
But if they abstain from voting at all, it will create a punctuation mark on the vote, and a clear visual for any historian or researcher looking at the House vote. It will beg the question, why did they all refused to vote on such a resolution.
If they will lose the vote anyway, the House Republicans need to memorialize the crooked way in which AS cooked up his impeachment investigation.
