Can happen, as many (occasionally also bad) people might use the same proxy coincidentally.
A proxy is just like a relay station: Your computer sends all browser requests to the relay station (proxy), then the proxy opens the webpage for you, and sends the data back to your computer so you see it.
The webpage you open only sees the proxy's IP.

If I post here on endchan for example, I'm asked to get a 24hr captcha-prtected permission to post as most of these proxy are listed openly and known to website operators.
Some websites (like 4chan for example) don't like people using proxies and have banned these addresses (or ranges) permanently.
