They're called "spurs" and they're earned either in combat, or on a "cav ride" which is a sort of hazing ritual where troops that already have spurs force those troopers wanting to earn them through PT, marches, shooting and other difficult tasks.
Silver are earned by cav rides, gold are earned in combat.
