...Some sort of breakaway civilization comes to mind. Remote enough to be overlooked and rarely mentioned in the 'news'. Not necessarily alien (although I wouldn't be too shocked if it is a possibility). Something archeological from a pre-disaster ancient civilization also a speculative possibility.
