so which layer was they visiting

the constellation on the left pretty closely resembles the Pleiades.
the one on the right looks more like Lyra than anything else to me.
In the 'exopolitical' studies literature, many researchers have tentatively concluded that modern humans are descended from visitors from those two constellations, so maybe the USSF logo is a tip of the cap to those 'ancestors'.
