I wonder what's up with the OWL symbology?
There is a ton of potentially interesting stuff here and many of the documents appear to be associated with Fort Mead.
I found 8 references to this site on qresear.ch, but only as a URL for specific documents posted.
I did see an interesting report on Remote Viewing, which seems to have been studied/employed a lot more than I ever imagined and across several agencies.
