30 Years After Proposition 187. In 1994, California had a ballot initiative to bar illegal immigrants from using public services. While it initially passed, the courts deemed it unconstitutional. 30 years later, historians discussed the history and effects of Proposition 187. This program was part of the 2023 Organization of American Historians annual conference in Los Angeles.
