Seattle activists shutdown state HWY for hours

WHY WAS THIS ALLOWED? Lots of questions today after FAR-LEFT activists and pro-Palestine protesters flooded I-5 near Capitol Hill. State troopers were in riot gear and patiently waited for nearly three hours.
So why was the demonstration allowed to last this long on a state highway and why wasn't anyone arrested? How do you make sure this does not happen again? 
Apparently all the activists decided to leave on their own. But they left behind multiple vehicles, delaying the reopening of the highway.
