Two Chinese nationals — high school students who were detained for illegally filming fighter jets landing and taking off from South Korean Air Force's 10th Fighter Wing at Suwon Air Base using their DSLR cameras and mobile phones at around 3:30pm on Mar 21 — have been charged with general treason under the Criminal Act, violations of the Communications Secrets Protection Act, and the Radio Waves Act, according to an announcement by Gyeonggi Nambu Provincial Police Agency’s Security Investigation Division on Nov 3.
The suspects are accused of entering South Korea three and two times, respectively, during the second half of last year and March this year and photographing fighter jets and air traffic control facilities thousands of times at four US-South Korea military sites in Suwon, Osan, Pyeongtaek, and Cheongju, as well as three international airports in Incheon, Gimpo and Jeju.
According to police, the suspects used DSLR cameras equipped with telephoto lenses and mobile phones to conduct their photography activities around military bases. They were caught near Suwon Air Base, home to the Republic of Korea Air Force’s 10th Fighter Wing, at around 3:30 pm Mar 21, after a resident reported them. At the time, they were found in possession of walkie-talkies that could operate but were not tuned to the correct frequency.
The police initially investigated the case under the Military Base and Military Facilities Protection Act. However, after digital forensics on their mobile phones and analysis of their movements revealed circumstances beyond simple photography, the charges were upgraded to general treason. General treason applies to individuals who harm South Korea’s military interests or provide military benefits to an enemy state.
The two nationals reportedly stated “we only took photos because we are hobbyists interested in aircraft.” Notably, one of them even mentioned during the investigation that “my father is a Chinese public security officer.” 🇰🇷 police have requested Interpol to verify this claim but have not yet received a response.
