The Presidency "Axis of Evil". President George W. Bush called out terrorist states in his first State of the Union Address after September 11, 2001, labeling them an "axis of evil." On January 29, 2002, he began his speech by asserting that, ". . . our nation is at war; our economy is in recession; and the civilized world faces unprecedented dangers.
