I'm sure you've notice Trump sometimes says of Biden he doesn't even know he's alive. 
This situation reminds me of a book I read back in the 90s, called Interface, by Neal Stephenson and somebody else. A presidential candidate has a stroke and he's fitted with a microchip implant to keep him going. Then he chooses a black woman for his running mate. But he's assassinated at his inauguration and the black woman becomes president. That's about all I remember. Often when I watch Biden attempt to communicate I think of that book, written in the 1990s.
