In 2019 the World Bank wrote up a more detailed plan on the buying and selling of people's "right to work."

"The revenue from selling work permits has also been seen as a means of compensating those native workers who are vulnerable to competition from migrant workers."

In Canada there are already people doing this, though not legally. It's rampant. And, I have to say, it seems to be largely Indians doing both the selling (scams) and the buying.

I have to wonder if all the focus on H1B visas right now is meant to lead to the introduction of a compromise in the form of a market for US citizens to sell their 'right to work' to foreigners.
I don't know the answer to that, but one thing is for sure: Any debate that takes center stage the way this foreign worker visa one has is never, ever as simple as it appears.
A game is afoot, and we're all likely being played.
