I looked into it awhile ago in WA and in the fine print you have options, again it's "mandatory" a request for compliance not a law. They keep playing this same trick. It's the same with facial recognition at the airport, they herd a person into consenting but they have no power to force you. In this case you tell them you don't want it and you can use your license.
