Big players like the Pacific Coast Steamship Company and early industrial firms tied to the railroad barons. These were the Gilded Age elites, think Rockefellers, Morgans, and their cronies, who controlled infrastructure projects
Regarding Alcatraz many speculate there have been black projects still going on there in closed off areas of the prison since there are do not enter areas, continued construction, and sightings of security guards at all hours of the night
Alcatraz was said to have been used for mind control and other black programs such as Project Stargate or more likely SCANATE which the proximity to SRI International, 30 miles away, in Menlo Park, CA, where SCANATE began could be plausible. Stanford Research Institute was funded by the Rockefeller Foundation. 
SCANATE, short for "scanning by coordinate," was a U.S. government-funded project in the 1970s and 1980s under the umbrella of the Stargate Project, aimed at investigating remote viewing for intelligence purposes
Whitey Bulger a major organized crime Boss of the Winter Hill Gang in Boston, was an MkUltra mind controlled victim who was also locked up on Alcatraz.
Many believe these programs still go on in hidden areas of the prison and I wouldn't be surprised
Al Capone was one of the biggest names to have been locked up on Alcatraz and coincidentally he was majorly involved in human trafficking, child prostitution and other similar crimes whose network was vast and operated out of Chicago. Another rabbit hole for another time.
I don't believe for one second, that none of this is connected. I merely did a quick dive into this and will be getting deeper into it when I have more time. 
I do know that opening Alcatraz for actual prison use will end millions coming in to these shady companies. But I suspect deeper connections here.
