The credit belongs solely to John Ratcliffe, who disclosed it in 2020, three years before Durham mentioned it. In fact, Durham merely repeated what Ratcliffe had already made public. 
What is more, Ratcliffe didn’t just release the fact that U.S. intel knew of the Clinton plan. He also included an excerpt from the original briefing that showed Obama was told in July 2016 that the Russia collusion smear was a Clinton campaign operation. But instead of shutting it down, Obama turned the intel agencies into accomplices in the smear campaign to take down Trump.
