As @MikeBenzCyber likes to say, there is no AID in USAID. It's "Agency for International Development." It's entirely nation-building. You cannot just isolate the HIV medication part and say that's what USAID is all about. You have to contextualize that we engineered a bunch of resource-rich countries that ended up being failed states with constant pandemics, famines, and war. Want to bet when it comes to HIV - there are proven ways to actually quash its spread, but they all were rejected as being too politically incorrect or culturally insensitive?

This explains a lot. In that light, they only see systemic injustice - that society is rigged in favor of rich, white conservatives - and everything they do is about correcting the big picture. They've lost the ability to see individual cases of corruption.
