it's like there are diminishing returns to law and order. In Haiti or the Congo you need as much authoritarianism and enforcement as possible. But once a society is advanced enough, the more strict the laws the more you start punishing normal people and rewarding those that maneuver around those laws, doing precisely all the evil they can get away with but just not enough to be punished. Then if a normal healthy good person shoots them in the neck they get 25 to life
